Not really. Wolverine is largely what he was in Vanilla, not many new things that make him broken, it's just people are opening their eyes to Wolvering being a half decent but still not that great counter to MorriDoom (and that's pretty much only PR Rog). Put Wolverine in the wrong match up of a top tier like Spencer and he'll have problems.

Plenty of characters give Wolverine a hard time. An armor character like Haggar/Hulk keeps Wolverine super honest. Zero vs Wolverine is a terrible match up as well same as for characters who can control the ground space (Nova with shield) or super jump campers (like Joe as demonstrated in Die vs Noel match). The first 5 seconds are definitely very rough against Wolverine but once you create the space you can keep him out and control him well.

Vanilla Wolverine was broken. He would rip Morrigan a new one. Just because of Wolverine in Vanilla zoning was non-viable (along with Phoenix) because he could Berserker Slash through zoning. Now he needs to actually pick his spots and use assists or burn meter to utilize Berserker Slash.
