Oh, I doubt he was forced with the threat of death, and I will be surprised if he uses that as an excuse. I imagine he was impressionable, and was influenced by his brother.. for him it may have been a power high, a chance to 'do something'. Im not saying he isn't responsible for his actions, because he is and was well aware of what he was doing. But the fact is, he doesn't seem like an extremist, he did not kill himself, he did not flee after the bombing, did not take credit. He seemed like a kid who thought he could get away with a horrible crime, and enjoyed the thought of that. This is all assumption, and I obviously know nothing, but as an outsider with limited knowledge looking in it is the vibe I get.

The limits of its usefulness has been explored. Being annoying isn't necessarily reason to make something inherently bannable. I'm pretty sure that disruption is what they thrive on. The more effect (physical/psychological/economical) they have, the more successful they consider themselves.

Now terrorists know they might be able to shut down a whole city without much effort. These two kids were actually pretty ineffective at what they did and still had a huge effect on a whole city.

And FWIW I don't think terrorism is any kind of existential threat to the country and anyone's average chances of ever dying in a terrorist attack are infinitesimal. But when an ARMED BOMBER IS ON THE RUN IN YOUR CITY then your chances of getting blown up by a terrorist are, uh, slightly higher than average and temporary extraordinary security measures are quite understandable.

And "shutting down a whole city for one guy" is absurdly reductive of the actual situation, which was that an armed bomber, equipped with guns and bombs, who just bombed hundreds of people two days earlier, was loose in the city. And for most of that *voluntary quarantine* the bomber was definitely in the city.

If it were a bank robber or something, yes, it would be a different story because the criminal's aim and crime was not to kill or maim as many public civilians as possible.
