I'm pretty sure that disruption is what they thrive on. The more effect (physical/psychological/economical) they have, the more successful they consider themselves.

As I said in another thread, I think we should stop figuring out what terrorists "want" like it's the fucking battle of wits from Princess Bride. What they want is to kill a lot of people. They'll "win" when the entire country is smoking rubble. Which will never happen, so they'll never "win", so stop trying to fucking figure them out and just do what we can to stop them beforehand, or apprehend them afterward, while not betraying our own values. And yes that last part is quite important but should be evaluated in terms of public safety and constitutionality, and not by double or triple-guessing the intentions and desires of terrorists. Who gives a flying fuck how they get their jollies.
And FWIW I don't think terrorism is any kind of existential threat to the country and anyone's average chances of ever dying in a terrorist attack is infinitesimal. But when an ARMED BOMBER IS ON THE RUN IN YOUR CITY then your chances of getting blown up by a terrorist are, uh, slightly higher than average and temporary extraordinary security measures are quite understandable.
