The Iron Islands aren't one of the Seven Kingdoms. They're part of the Riverlands IIRC.The Greyjoys are rebelling again and Balon is trying to carve a crown for himself by raiding the coasts - paying the iron price. The king of Westeros rules over the 7 kingdoms, not the 6 kingdoms.
