My placement style may surprise a little. I found in Wild World that I really liked to go with a natural flow instead of e.g. a dedicated area for flowers. I'm definitely starting right away (or, at least, as soon as I can buy seeds or if I luck out with the right wild flowers.) As far as I remember correctly from WW, the shops open at 8 and close at 6. Ordinances allow 3 extra hours. :3 Nook's shop however was open til 11 pm.
There are two main shops you'll care about. Re-Tail in your village and the Nookling store in Main Street. Re-Tail will always be 9am to 11pm. Early Bird makes it open at 6am, Night Owl makes it close at 2am.
Nookling is a different story. As you play, the shop upgrades through 5 different versions. The hours are different for each version of it. So I'll give you the hours for the first version and the last version,
Nookling Junction: 8am to 10pm. Early Bird: 6am, Night Owl: Midnight
T&T Emporium: 9am to 9pm. Early Bird: 6am, Night Owl: Midnight
