I like Waluigi in the context of Mario games since he's hilarious, but he's never done anything remotely important/noteworthy outside of serving as Wario's partner and I'd honestly find his inclusion into SSB4 pretty anticlimactic. A rep from any of the RPG offshoots, Rosalina or hell even Toad as a new gag-rep would be more worthwhile IMO.
Bowser Jr. (unless they work in the Koopalings somehow) and to a lesser extent 'Paper' Mario are the only Mario-related inclusions which while quite possible would annoy me for a variety of reasons.
