The Promethean enemies sucked in design and execution. It felt like I was playing a poor Tron rip-off whenever I fought them, not too mention they were complete bullet sponges. It just didn't feel like Halo to me. Halo is all about sandbox battles and impressive enemy AI, not fighting cheap enemies with piss poor weak sounding and feeling weapons.
I think Halo as a series started going downhill with the introduction of the Gravemind. The series just completely jumped the shark after that. Granted, I still loved Halo 2 and played the crap out of H3 and ODST. Heck even Reach I thought was fun, but it could have been much, much better.
One thing that always baffles me about the series is why the constant enemy design changes? The Brutes in Halo 2 in my humble opinion looked and behaved much better than their successors. From a story line point of view it seems weird to me that the Brutes would go from having physical armor in H2, to having 'power armor' in H3. H3 takes places hours after H2 concludes, so we are to assume that the Brutes all got a major technological boost in a few hours? I agree with the many posters here, Halo CE and H2 were the peak of the series. I did think ODST was phenomenal though. Some really cool missions in that game, and the characters were rather likable.
