It's almost like the fanart for Delphox acknowledges how bad of a design it is, and creates some kind of pipedream vision that isn't representative of the actual design at all.

No way they're IN the game. The rumors are that NPCs talk about Hoenn (at least) in a way that sound like RSE remakes are on the way.

I still can't get over how easy GSC was. The highest level Pokemon in the enitirity of Johto(if you count the Pokemon League) was level freaking 50. How laughable is that?

If you're going to include prospective evos, you need to slot in a Bergmite evo.
That brings your total up to 67.
Add in the Z Legendary and you're up to 68.

We're still at 62 if we exclude the likely evolutions for Floette, Doublade, Skrelp, Clauncher, Sliggoo and Bergmite.
I'm sure that most of those evos do exist but I would not be surprised if one or two of them do not.
