I HIGHLY doubt Togepi is in the National Dex and NOT the Regional Dex as well.
Even if Togepi can't be accessed until the post-game when the National Dex is open I fully suspect it is also in a Regional Dex.
Not adding to that 451 in-game pokemon number until there's conclusive proof to do so.

Mewtwo is post-game content and is in a Regional Dex.
So is Zygarde.
The only confirmed pokemon I think we may wind up getting pre-Bank that won't necessarily be in a Regional Dex of some kind is Torchic.
That's what trading is for. I'm sure they'll get over it.

I feel like they always give the better version exclusives to one version except for the legendary itself. X has the best exclusives with Mega Mewtwo / Charizard / etc. except it's got mamby pamby-ass bambi Xerneas on the cover.
I much prefer Xerneas to Yveltal
Version rivalry doesn't make any sense to me.
I don't really care for the rivalry myself either.
I do like when my version or starter is the least popular. Makes the exclusives and starter more desirable trade bait at launch.
Seriously, I didn't really think about using a Skrelp but no way am I going to miss out on a Poison/Dragon type. Thank you Pokémon Y.

I've bought both games since the beginning so it was never a thing for me, I just decide which one to play first based on the box/ name.
I'm currently going with Pokémon Y. I will be trying a female trainer this time. (Haven't done that since Crystal!)
As for my campaign team:

I know, I know -- double Dragon and twice the Poison. But the main quest is about having fun, so screw type overlap.
At any rate, I've only figured out those five so far. Lots of Pokémon look interesting to me, though.

I used to be "meh" on Mega Venusaur, but he's grown on me a great deal. Basically a more verdant Venusaur, which is nice. Bulks up and gains an extra foot. Forms palm-like offshoots with vines strung between. Now he has a canopy and an underbrush. And he gains a fanciful pink flower hat to go with his new facial markings. Preserves the spirit of the original while gaining extra details for a "fuller" design.

Sometimes they do recycle. Sawk was designed for Gen 4, then put in Gen 5 (and had Throh added as a counter-part). Same with Shellos and its evolution; designed for Gen 3, showed up in Gen 4. Apparently Cubchoo's concept had existed for a couple of Gens before the nailed the concept in Gen 5 (and had the animation techniques to show off the concept properly).
I'd buy two copies of each game if this was true, just because it would be such an awesome troll.
