I'm not talking about power levels, but their effectiveness within the story. Ozai is a Big Bad a lot like Palpatine in Star Wars (the parallels between that and ATLA are quite numerous), but by evil overlord standards he has a fair bit of development and nuance Unalaq is just ... there.

Ozai had development. eh... I dunno. He was basically

" hey zuko why you so angry"

" my dad i an abusive and possible rapist vegeta"

" oh ok"

That was kind of the long short, zuko kind of provided his... depth. Rather than him having any real depth of his own. He had no real development, and to be quite honest that is fine. His development was " he did a bad thing to me one"
