This promo runs from November 26 to December 3 and unlike previous promotions, you cannot accrue multiple $10 credits by spending more than $60.

Those who participate will be sent a code via PSN by December 13 and that code will expire if it’s not used by January 10. You can find full details for the promotion here.

In the past they have rounded up from $XX.99, but I don't know if they would for $XX.98. Maybe grab a cheap avatar or something, or a discounted game if you want to be sure.

Absolutely. At least, if I'm understanding you right. The twenty bucks goes into your wallet like twenty bucks from a credit card, so you'd have thirty.
