He's got music in both Twin Peaks and Ghost in the Shell (plus Ruth is appearing in TP) + Echo Park (their publisher) tweeted a while back about Johnny paying to keep Dear Tommy LPs in storage, so the album is absolutely done and probably has been for months, but he likely signed contracts last year related to those soundtracks that's keeping Tommy from being released​ until they're out.
