I got a n3ds xl about 2-3 weeks ago, in the meantime i have taken it multiple times with me to the capital city, various shopping malls, as well as bringing it to work where i get many international tourists. Dissapointingly it seems that this works only for Japanese school children as i have not got a single streetpass in this period, the fact that i live in eastern Europe probably also plays some part. But i have given up on the streetpass stuff all together unless i travel to lets say Germany, Italy e.t.c.
Try hanging around cons and gaming events, that has worked for me.
It was up to six in Germany, might depend on configuration.Do the relay points have a fixed amount of miis to store? It's always three, no matter what.

Tried it 3 times to a T and didn't work either time.
It doesnt work for Latin America, we havent received ANY spotpass mii in YEARS
Finally got a golden salmon to spawn for the first time in about 3 months. Had no bait to catch it with. Fuck you Nintendo.
Somehow it spawned a 2nd time for me today. Hadnt even seen it in months before that. Finally caught that fucker and have all 160 fish now. Im sooooo relieved. :lolI haven't even seen one yet. I only have a few mystery fish left, but they were SUPER hard to reel in! I got only seconds away with them and haven't seen them since... Hopefully I'll run into more people that have them spotted, and for sure I'll get them next time.
I though it was dangerous to change countries with a NNID on the consoleWhile it's true about us, Latin Americans, aren't receiving any Spotpass Mii since years ago by "normal" ways... there's an easy bypass.
Just change temporarily your system region to US or Canada, set your system language to English, accept the internet terms of service, then open Streetpass Mii Plaza and wait a little with the Plaza open. It must arrive soon after.
This way, I received this E3 Reggie Mii minutes ago, even with a Brazilian NNID registered on my system.

I wouldn't even dream of attempting this without 6+/8+/11 Anglers Big Catch Boost Lv.3 though. That boost is essential.
Not really, the only temporary downside is that you can't access any NNID-related services while your region is changed. Nothing happens with your games, etc.
Just change back to your original NNID region, and your access to NNID services returns at the same time.
This doesn't seem right, I thought you lost access to your NNID for good on that console once you changed regions? Even if you went back to the proper region afterwards.
Really sick of Nintendo Europe and the special Miis, I've had my 3DS since launch (2011) and still haven't got the meet 10 special Miis Accomplishment. :| Pathetic.

I've personally rebuilt my UFO rod twice over (initially built with 8+ Big Catch Lv.2, rebuilt for 8+ Big Catch Lv.3, then rebuilt again for 6+ Big Catch Lv.3) and after that I'm about to hit the money cap again. A friend who goes to way more conventions than I do took it further, having something like 20 UFO rods on inventory (rather than rebuilding the same one) because there was nothing else to do with the money.My rod only has 11 Anglers Big Catch Boost lv.2.
I used it for the first time today with 11 anglers and got two D ranks (and two Logs and a Jellyfish) and no A+'s.

It's also dawning on me just low long it will take to max out your rank.
Plus just how expensive it will be to fully upgrade the UFO rod.
