Tell me about it. Every time I get a StreetPass I feel a little sad that I've done all the puzzles. But hey, at least those StreetPassing with me will be very very happy.
It doesn't help that NoE are holding back 4 puzzles from us (Brain Training, Chibi Robo, Kirby Triple Trouble and Monster Hunter 4)

Holy shit! I finally came across another person using a 3DS out in the wild. They're even playing Luigis Mansion.
I streetpass with people regularly but have never actually come across said people, nor seen anyone using their 3DS.

I was playing with the region settings on the 3DS gathering some data and noticed something. Ireland has like 26 regions to choose for.
Who designed the region settings?* UK gets 4 and even then it is hard to complete that map due to Northern Ireland. If I remember my maps correctly Ireland has more regions than any other European country. I need to get an Irish tag now so I can see if they even get a map.
*-I'm guessing they come from a database but the database is not consistent with the one Gamefreak used in Pokemon DP for instance (I'll check but I'm sure that had south east as a UK option)

Yeah, JP and US have it particularly hard on completing regions. If you're in the US, you need 52 regions in total: all 50 states (including Alaska and Hawaii), DC, and Puerto Rico. Just be glad they didn't include the US Virgin Islands!
I actually managed to complete the map between my two 3DSes before relays were a thing, but it helps that I traveled to both PAXes and a bunch of other conventions the years I've had my NA one.

I streetpass a lot of people as I walk to class I've never had any sort of weird experiences with the feature though, at most some girl and I have throw Ace Attorney quotes back and forth. Have heard some pretty creepy stories though.

As a European, it has been a ridiculously long time since a new puzzle was revealed. (We didn't get ChibiRobo). I have 300 coins on my system. I expected a LBW / 3DW / DK:TF puzzle by now.

Finally beat Streetpass Squad arcade mode. The progression in failed attempts went like 3-1, 3-1, 5-1, 5-2, complete. So really it as about passing the hurdle of the earlier levels to have enough weapons for the later levels (otherwise there is too much on screen to destroy meaning you get hit and it is a negative feedback). Completed with 7 mercenaries left (one of them I lost on the final boss in the first phase, the main phase I got a lucky pattern* and had Orange for easy victory).
So now, what to spend my playcoins on? Gardening I guess...(would do Find Mii but that is the only unplayed game of my current queue).
*-2 lots of bullets, laser (a bit lame as it becomes invincible), homing shots (was in red at this point so only needed a few hits).

I have all 12 Streetpass software slots active and every time I go to a relay point I get passes for 11.
I never do and never have received a single pass for Rhythm Thief.

That's interesting, I actually had a sort of funny encounter on Friday night related to Ace Attorney.
I was on the subway and I was playing PW: Justice for All. I am always at least a bit embarrassed to playing my DS/3DS on the subway but I was wrapped up in the story and the train was relatively empty so I decided get the game out.
A few stops after I started playing an nicely-dressed attractive professional woman walked onto the train and sat next to me (again, the train was relatively empty). I instantly felt like every bit of a man-child (I'm 31) but I decided to put blinders on keeping playing. I had headphones on so it wasn't too hard to stay focused. A few minutes later I became aware that that she was glancing over at my screen, which made me even more embarrassed. And then she said something like "Is that Ace Attorney? I love that series?". I plucked my headphones out and we had a quick exchange. I was surprised to say the least.

Can't be changed once you set it, and is only sent once. You won't see any sign you sent it unless they reply, in which case it'll repeat the message you wrote that they're replying to.

If you don't have enough spies beserkers really are a road block. IIRC, unlike Ninjas their troop counts are scaled to your army (Ninjas tend to be less to compensate for their ability) which is bad considering how you lose even when it is a draw...
The maps are sorely lacking. No New Zealand and I think no Korea? I am currently in Australia but was living in NZ. Even since the last update, no maps. In reality Nintendo should be adding maps for regions supported by Nintendo at least. Very poor performance.
In other news, I got a Streetpass today while driving and this person didn't have any completed puzzles, maybe about 6 pieces on each of the default 7 you get with the console, but the ones with pink pieces, he had every single pink piece and no other pieces. Weird.

We have 26 strongly distinct counties with their own local identities. Also they probably would have done it by province (of which there would be 4) but only 3 counties would be in Ulster because the rest are part of Northern Ireland, probably easier to avoid any political issues. I've got street-passes from 5 or 6 different Irish regions now, University is great
Edit: No Map for us I don't think. Only map I've seen is for the 1 Japanese guy I streetpassed

I get 12 passes a day, and it's still gonna take months to get all mine.

I just moved apartments but at my old one, there were two guys living in nearby units whom I would get StreetPasses from every day, if not multiple times a day. I tried sending personal messages a couple times but they never replied.
Since I just moved, I sent "I'm moving. Bye!" on the last day just to let them know why they wouldn't get mine anymore. Don't know if they got it.
They helped me get through Find Mii pretty quickly (yay level 7s). Too bad I won't have their help to get through the second time.

Here too - I can sit outside a relay location and download the Animal Crossing mailbox item, but I have to go into the building to actually get StreetPass relay point tags. The last time I went into my local Starbucks I only received 3 tags. Home Depot on the other hand, is full of them. I filled up my 10-person limit there a few weeks ago and cleared it while in the store, and then received more tags after that. Either the relay point there is wonky or there were actually 14 people running around with 3DSes (which is very unlikely!).
I never did get the Wayne Brady tag

One of my local relays is wonky too. Passed past it, got plaza tags and 1 Pokemon tag *sigh*. Passed it again 3 hours got another Pokemon tag, some game specific ones but no plaza tags.

It's pretty ridiculous at the moment. Plaza is constantly full. Getting anywhere between 5 and 20 passes a day for all the game-specific ones.
A lot of them must be real people or surprisingly swift relays. I only properly visit a couple of relays for any length of time.

I think it's because Home Depots are so large that they need more than one access point to cover the entire store, and each access point counts as a separate relay.
That is an excellent point, and would make sense why I kept getting additional tags.

So I finally got the 'met Mii's from 50 different regions' accomplishment today.
That took a while!

Mii Force went from favorite to least favorite after completion. It's not worth playing unless I have like 8+ people at a time (plus the random bag of powerups can still screw you) and then you have to slog through a 3 minute level (not counting the dreaded arcade mode) so I rarely play it. They should give a retry option at the end of each level.
