Tomodachi Life was listed as the most recent software even though the game hasn't launched yet which leads me to believe that '8-4 Play is working on the localization.
I would normally assume that this was a special spot pass promotional Mii but I didn't get a spot pass message and it didn't have gold pants.

You can reuse an existing orb if you expand a room that contains one. If that isn't possible, the boss should still be doable; it'll just take a very long time.

You can't stop in the parking lot of McDonald's, it will show you a Nintendo Zone, but won't give you the passes until you have a strong connection. McDonald's also seems to have them on a timer, you get 2, then 2 more a few minutes later, and then finally 2 more.
I go to Starbucks usually, because there's a place to sit outside at most of them, so you don't have to go in if all you want are some passes. Haven't tried Burger King, so I don't know what that's like.
A week ago, I ended up setting an old router (Linksys WRT54G) with DD-WRT and it's now running as a Nintendo Zone relay point. Very cool. I'm now getting street passes from people all over the world. Some of them, I have run into multiple times. Very nice. I'm not abusing the system to get 100 streetpasses per day. Just getting 6-10 per day is good enough for me.

Relays generally only give three or six at a time. Relays don't normally fill all 10 spots.
I've theorized that Home Depots are effectively multiple relays because it takes more than one wireless router to cover the entire store.

There is a theory that getting 3 is a software bug on your end to do with where the Mii plaza slot is in your streetpasses screen (i.e. activating another game or deactivating one might make it go to 6). You're right that you need light greens, but you're totally off-based beyond that.I just realized in Mii Force that you need a lv 3 green light to get those enclosed gems... Oh geeze getting 3 light green shirts via street pass won't be easy :/ Using coins won't help either unless chance is on my side, since they seem to like using colours that are unpopular among street passers, like brown and orange.

To start with, only the exterior color matters for your weapon levels. As long as you have one light green you can have two Miis beneath it of any color. Also, you can select up to three Miis that you have encountered before at a time. You can then select up to three light greens and then fill in the rest of your roster with randoms.
