Is there a way to follow people on the Miiverse website? I can only see a button to unfollow people. Miiverse on 3DS is really slow so I'd rather use the website for general browsing.

Yes there is. Upper right corner on any profile. "Follow".

3DS Miiverse shots are great. Captures are borderline perfect 400x240 image (so one standard 2D frame render), and there doesn't appear to be much compression when uploading to Miiverse. Probably because they're already so low resolution.

Anybody else had success getting their NNID/Wii U friends to show up on 3DS? Somebody mentioned it worked for them earlier, but nobody's showing up for me.

I'm currently adding the codes of friends who have updated their 3DSes just like I have because it didn't do it all automatically like I had hoped. (I had honestly been putting off adding people until now, given I'd only gotten a 3DS two months ago, while I've had these people added on Wii U since 2012.)

3DS Miiverse/NNID update says it does not add any feature related to friends. To our hope, it also says “at the moment”.

NNIDs are globally-unique. I think the only way right now that someone could steal your balance would be to know your credentials and link it to their Wii U before you do.

I got it to work. I think it was an Ad Block thing so I just disabled it on the Miiverse site.
