I believe that, for the first time on a PlayStation platform, Japanese developers are on the receiving end of early software that needs to be translated from a different language into Japanese....with PSOne/PS2, western devs were the ones that got the shaft by receiving early Japanese developer docs...
With PS3, however, a majority of the software is probably in english (Open GL, Unreal Engine 3.0, Havok, Agiea SDK, Renderware) so I am sure they are not that happy about this
It will probably take some time for Japanese versions of these SDKs to arrive and the fallout from this might be what you are seeing here....

the article is on p.19. it just mentioned the xbox360 dev kit was released in last summer (without saying whether it was 2004 or 2005)

Diamond reports developer discontent with PS3 tools
The latest issue of Japanese economy magazine, Weekly Diamond, reveals that developers are unhappy with the state of PS3 development tools, and software is likely to be late in coming for the hardware. The article states that PS3 dev tools have only just started shipping to developers this month, while 360 tools were shipped last summer. Furthermore, SCE has not yet announced the price of the console, so developers are unable to predict what audience they are targetting games at. President of Enterbrian, Hirokazu Hamamura, says "We are unlikely to see games exhibiting a level only PS3 can achieve until the end of 2007."
The article goes on to compare the benefits of PS2 as a cheap DVD player when it launched in 2000, with PS3's Blu-Ray playback capabilities, the main difference between then and now being that the industry is currently deep in a format-war for next-generation video, and that Blu-Ray movies still don't exist. It is therefore deduced that the number of users who will pick it up as a cheap Blu-Ray player at launch is somewhat smaller, and that sales of game software will be key for the system.

the article also mentioned that some developers are starting to develop online or mobile games. they would not necessarily limit themselves to the console game area like ps3.
however the article itself did not have something new and did not have figures to support its conclusion.
e.g. it mentioned that ps2 is a difficult platform to the developers and so ps2 did not have many titles in the early stage. as ps3 might also be difficult to develop, ps3 might not have many titles in the early stage as well.
however, even though xbox and gcn were claimed to be developer friendly consoles as compared to ps2, the 1st year titles indicated that xbox has only a few titles more than ps2, and gcn has only half titles as ps2.
