You must not understand soccer at all. Watch games, see how even in non-through passes how passes aren't directly kicked toward a person's foot. A through pass is primarily an offensive move--passes anticipating a player's movement aren't necessarily within the context of a "through pass" (splitting defensive players and passing the ball ahead for a forward to dash to).
