Well, a few things factor into this.

Small closed arena vs large open stadium.

Also, WM has kind of a Super Bowl/World Series effect where you get a lot of non fans showing up for the big event of the year, whereas this is the aftermath Raw, where the more diehard fans that were in town for WM stick around because they actually care what comes next.
