Ah thank fuck. The time difference between acts in Cobra Kai and previously Stranger Things were annoying. Glad its only a few weeks. Might just wait until the 23rd then and binge.

Very rarely does a S2 outmatch S1, but it does happen. Sadly this is an animation and they spent far less years on it compared to the first so will see.

It would impact the writing but probably not the animation itself.
What takes time is finding the art Direction, creating the art pipeline, getting used to work into that world for the Artist.

As they went directly from season 1 it might actually get better, like a lot of 2nd games are, if they are confortable in that world and now they can "fix" all the stuff they didn't get to do in the first season.
