They are chocolates wrapped in a confectionery shell. Sometimes it is pointless to quibble over the categorization of food like this when more direct answers are available.
 
If I asked someone to get me candy and they brought me M&Ms I'd be upset.

I mean I would never ask for candy but my stance remains.

I would never be disappointed with a chocolate candy option.

Unless I wanted gummy bears and they bring back chocolate-covered gummy bears. So bad.
 
To me "chocolate" is something that's all chocolate. M&Ms are candy that contain chocolate, like Kit-Kats and Reese's Peanut Butter Cups.
 
There are other kinds of m&ms than chocolate. The only constant is the shell, which is a candy coating. Therefore, candy.

In the Americas, chocolate and candy are not mutually exclusive. If you spell color with a U and you are appalled by our use of the phrase "candy," then consider that not all sweets are sweet.
