Reese's peanut butter cups are salty garbage. Disgusting. I tried them for the first time last week and I've never been so disappointed in a food item. Why the fuck is it so salty and nasty? Yuck.

I would say that it is candy.
My government differentiates chocolate bars from candy bars by saying that something can only be described as a chocolate bar only if it contains 50% or more chocolate.
I would assume the same logic applies here.
