Any candy that has chocolate in it (and is more than just a chocolate shell) I consider chocolate.

I work at a store, we divide our sweets by these categories. Hard candy, soft candy, chocolates and cookies.

M&Ms falls into the chocolate category because that's what people are going for majority of the time when they grab the M&Ms.

The former won't work because it would be a crooked M&M, and the shell would be difficult to form. The latter wouldn't work because the M&M's would have to be too big to fit a pecan in it

You would just break the nut into pieces and put them into a reasonably shaped M&M.

If I asked someone to get me chocolate, and I'm given M&Ms, I'd be fucking pissed.

I just can't for the life of me imagine a reason why chocolate would not be considered candy. Maybe so that you don't feel so bad when you eat a lot of it?
