I would've been more satisfied with the last two being rock & foley then one of them winning but that meant they would've won at a shitty ppv.
I've heard that it would be cool to have the ppv end with something never done before, the heel walking out as champion.
Edit: I thought you were referring to his win at Mania. No, Austin didn't want to lose to him at SS because he felt that he wasn't ready and shouldn't lose to him. Then there's also Jesse saying that he a want to raise the hand of a heel champion because it would make him look bad for election or something like that.
He was gaining power and he was spending so much time with Vince he would often leave his office before heading out of the curtains.
He was politicking himself to get the spot.
Difference was HHH wasn't pushing for himself to be in angles for drawing purposes. He wanted the belt and the main event spot regardless on if he was a draw or not.
HHH cleaning a hot as shit Austin ruins any drawing potential for Austin.
Thats why Austin lost to mick then the next fucking night HHH gets the pin.

I'm getting married this weekend Wrasslegaf, she use to like wrestling too but then all her favorites quit or retired in the space of like a year. >_<
