Vince and whatever suits in the room wanted a baby face that they could promote corporate ties with make a wish.
The scripted promos, feuds with Big Show, going over baby faces that are way more over than he was. Hell even the way his matches are setup around the punch instead of one of those sitout powerbombs is a great example of what's wrong.
Plus you have a commentary team that has 0 credibility with the fans.
I'm not Reigns biggest fan here and that's been well known but his failure has more to do with a bitter old man not knowing how to book in 2016.
