It's manga (cartoon in Japanese) because everyone has blue water drops, uteki, on their heads signifying haji (shame in Japanese) and really cool kizu (scratches in Japanese) over their noses. It's totally sugoi (cool in Japanese) but I wouldn't expect a Henkyōna like you to understand.
