To be fair, well designed KB+m controls work even for action games. The Arkham games work well on PC for example. I still prefer a controller but KB&m controls don't have to be shitty.

I've only ever played Bayonetta 1 on the PS3 so it's blowing my mind that I'm playing this game at a locked 60fps.

As someone who still owns the 360 version and owned the Wii U version, I feel bad for you having that as your first main experience :/
Bayo 2's biggest mistake is that it didn't use Moon River nearly enough.This is my favorite game of all time and I need to get money to get this game within the artbook deadline. Hopefully verse selection mods are introduced but the nixed load times are a start. Chiming in on earlier discussion, bayo 1's system is deeper and challenging, and in my opinion is better for it, but 2's is flashier and more "rewarding" with witches' weave and certain weapon layouts so i can see why people like it.
but i'll give Bayonetta 2 this, moon river > fly me to the moon.
edit: just realized that this (hopefully) means a resurgence of bayonetta fan art, for which I am excited.

My question is: why would they port the game just to PC? Why not release it on current gen consoles too? I dont understad the reasoning.

Easiest question ever to answer. Because the PC is an open platform that allows for quick and cheap digital releases without any fuss or marketing. To top it off there's a ready and willing audience there.
To release something on a console platform, you will need to deal with certification and ratings, with those costs built in, publishers will usually also want to recoup their investment by having a retail release. With a retail release you then have to worry about manufacturing and distribution, and because of that you also want to invest more in marketing.
On the other hand all you need to release something on Steam is to make sure it works. They didn't even market this, they just put up a 2 year old gag flash game on Steam (again, at no cost to them) and let people go viral with it.
Lets not forget that with a release to modern platforms you get all sorts of expectations as well. A PS4/XB1 release will come with expectations of "remastered" textures and more work put into it at least. A Switch release will come with the expectations of Bayonetta 2 as well. Sega Europe didn't want any of that hassle. They just wanted to re-release a beloved game on a platform that will last much longer than any console lifespan, at the lowest cost possible.

Son of a gun, I was wrong. You can't even quit to the chapter menu and then later continue from the autosave if you're on a boss fight. Now I have to play the entire tough level again AND redo the boss fight for saving out from the boss fight.There's a hex edit somewhere but I don't know where.
Ingame note: I forgot how wonky the save system is. I got burned for the first time by having to replay the entire (NOT EASY) Vigrid level. I did a manual save at the end and then it told me I wouldn't be able to start from my checkpoint. I don't know why.
Do you basically have to complete entire chapters before saving, or else never load manual saves and just use the auto-checkpoint for mid-chapter saves?
Because it's a SEGA Europe initiative. As SEGA Europe is doing only PC stuff, it's coming only to PC. If it was a SEGA Japan initiative, it would've been sold to Nintendo.

But yeah, the only way I can see SEGA Japan porting it is if they have Bayonetta plans for PS4/One. That's basically what happened for Valkyria Chronicles Remastered, which was a different port than the PC one and were totally unrelated. One was a SEGA Europe initiative, the other was a SEGA Japan initiative.
That still doesn't beat how Capcom USA announced and released the D&D Collection on PS3/360/WiiU/PC developed by Iron Galaxy, and then Capcom Japan announced their own D&D Collection just for PS3, which is a completely different port done in Japan, released only in Japan.
Ok yeah 4k has better performance for me as well, I recommend you try Gedosato though, it has better scaling method than DSR and you can add SMAA.
For some reason GeDoSaTo isn't working on Bayonetta for me.
