If we're going for the most consistency for the longest duration of time, then the answer is probably Capcom. Square has a denser run of very high quality titles for the time that it lasted.

Since 2017, Capcom has done very well with smart moves, improving their engine while expanding their staff count and IPs. They've made this gen for me.
