If I leveled a human priest now for instnace, in expansion could I "convert" it to a worgen one? Not after the achievement or anything, just trying to save myself some time when the expansion is actually out!

Wes i don't think you can. If you leveled a horde then you can change to alliance, however that may not allow you to change to a worgen. I think it's something like that. You can change sides, but can't change races on the same sides .. unless they change it.

You can only convert across faction.

Pretty sure it's just a faction change. You would have to make a Horde character to switch to Worgen. Unless something's changed from the original announcement.
