Fraid not. They'll let you change races through a faction change but not through any other method. (I wanted to change my gnome lock to a human lock throughout all of WotLK due to the increased importance of Spirit for us, but no such luck)

I hope they eventually let faction change happen for a charge and on a cooldown at least as it's a legitimate concern for those seeking to min/max in a game with changing racials. You'd have thought it would have come before faction changes, but I guess Blizz sees it as a bigger step.
