UK here - I was able to start the download by going onto the ps4 Library and selecting Bloodborne.

Same here from France. If I don't set up the download manually on the library, there is no auto preloading.

That is normal. It downloads 5 gigs to be playable, the rest is downloaded in the background.

If you just let the PS4 sit on the dashboard, there's no reason for rest mode to be faster.

It does still download more. Go to the main PS4 menu. Press options button on the Bloodborne icon and select information. There you will see how much you have downloaded.
