Holding a Kalashnikov rifle, he says, “Jihad is the duty of every able-bodied Muslim.” Among the other videos on his channel is one of Timur Mutsuraev, the bard of the Chechen resistance in the 1990s; it features his song, “We will devote our lives to jihad.”

It's directly because they don't know just what kind of arsenal the suspect may have. Law enforcement knows that their lives are at risk but their job is not to risk their lives needlessly. They need to do things slowly and safely. This means a steady systematic approach to apprehension.

Having just the local PD persue him recklessly with small arms could get more people killed if he's armed with anything greater than small arms himself. Since there have been explosive devices used already (whether they be IED's or Grenades as neither has been confirmed) means that they need to escalate their response as well.
