People will ALWAYS camp for KD, the important part is that they design the MAPS, and KILLSTREAKS in a way that discourages camping. Less open doors, windows, and holes in general. A more streamlined map makes for less spots these rats can sit down in, especially without destructible environments. As for Killsreaks, they shouldn't build off of each other. Only kills by your hand should count toward the next Killstreak.

Nobody above 10 years of age camps for KD - the people that sit in corners and wait are just so bad that they can't get kills any other way. These people won't suddenly rise 10 skill levels and stop camping just because a leaderboard gets removed.

I think wager here refers to in-game currency. Besides, I don't think many people would be willing to bet real money on a match mode that is so random.

It is referring to in-game currency, but you can bet this is the game mode in which a lot of competitive teams will be spending a lot of their time. In which case, it would make sense to a company like Activision to monetize something like this for stat tracking or what have you.
