Can't delete file on desktop

Hi, I canceled this download on Bittorent with the command to remove the torrent and file. The file is still on my desktop. When I try to delete it says it's being used by another program. I've tried starting in safemode, same thing. The boot disks I've tried to start my pc in dos won't recognize my c drive. I put a program on a boot disk, ntfsread, which let me see the contents of my hard drive, but when I try to delete this file it says access denied. Any help would be appreciated.

Tried using Eraser. When I tried to delete the program it said that it failed because it was being used by another process. I'm pretty sure that no other process is using it.
