This was also true of older packages like the Genesis and SNES versions of Williams Arcade's Greatest Hits, where they did translations of those games to those systems because they weren't powerful enough to deliver quality emulations of the arcade games.

Well, it's something IGN assumed after speaking with Capcom reps... just like MMXC for Xbox. Actually, I think both of those are on some sort of blacklist Capcom keeps of games never to be rereleased. Black Tiger would have made it onto the CapGen packs if if wasn't. Black Tiger never even managed a console port - it must have bombed horribly in the arcade.

Remember what I said about the Street Fighter II games earlier? Well, go to Capcom's official page for Capcom Classics Collection, and look at the pictures. Closely examine the copyright screens. All of them have 1998 as the latest year in the copyright.
With that in mind, I wonder if the games in this package are in fact conversions or emulations of other home versions, rather than the original arcade games? Perhaps they are porting the PlayStation collections that were released in Japan (but not in the US) and compiling them into one large package.
