I think they will leave Steve disillusioned and dishonored, severely injured (possibly comatose). They will want to show that he is out of the picture for the time being, that even if he pulls through he may be done with the Avengers, or in prison.
Bucky will get the shield. I just don't think they will go as far as straight up killing Steve, unless they've decided to bring him back later using the Gauntlet, which is a big narrative step to take for the MCU that many people might not love.
But I think we absolutely will get the shocking scene of him being gunned down while in chains. He just won't die.
