The US has been gathering a ton of dirt on Putin for the past couple years. Russia finally found out a few weeks ago what the US has uncovered and now they are panicking, hence the missile-launcher movements near Poland and the shit going down in Syria with the blown cease-fire.

Intelligence services leaking/announcing things are always for political purposes.
Perhaps the reaction to the news gives CIA data on how to execute an attack. See what's getting covered (ie important target), what's not, etc.?
Alternatively, the thing's misdirection. You know, yelling "FIRE" when thieves are operating elsewhere...
EDIT Of course, intelligence work is something of a "i know you know i know you know...", so presumably a smart intelligence service would account for potential misdirection.

What could go wrong? Sigh.
It is still not 100% clear if Russia is behind every incident of the last months. This is a fundamental problem with cyber attacks, it is very hard to identify the real perpetrators. Even if there is a lead to Russia, you can't be sure. This is very dangerous.
Also, this situation could further escalate and have very grave consequences for our daily life. If this results in a "cyber war", there is a big chance that this will damage essential internet infrastructure, which will affect us all.
All this is also highly illegal and will likely have real consequences in the real world. If civilian infrastructure is affected, this might constitute war crimes.
Edit: It is also possible, that in a "cyber war", not only the government will be targeted, but also industry / infrastructure (energy for example). I doubt that any country is or should be confident about their defenses in this area.
There are still humans working there. Just because they have many experts, doesn't mean that they can't make wrong decisions. Humans do dumb shit, especially when it comes to politics.
