Did the person who wrote that not have a brain in their head or something, or have they watched too many TV movies about massive earthquakes?
The thing is, a "huge section of California" wouldn't fall into the sea. If a "big one" hit, the only disaster that would happen along those lines is that LA and San Francisco would be next door neighbors .
