We don't have concrete info. He is allegedly RNG, but there have been comments by DeeJ that said they have some control over him.

Bungie has a hundred super computers that scan Destiny related message boards, and everytime someone asks Xur to sell the Gjallarhorn they set it back another 100 years before he does so.

This video shows the spot I use. The cool thing is enemies running towards you when you stick your head out sometimes just run past you and fall off the cliff. The Gatekeeper always falls off if I lure him in.
