Neural texture compression has been done on real-time on PS5 in GoW Ragnarok.

As usual they show their ignorance on the matter or their bias, or both.

God of War Ragnarok was using conventional base textures, and then upscaling them via machine learning. What Alex is talking about is storing a neural representation of the texture, instead of the texture itself.
