Do ATI Radeons have this feature ?

I was told that when a Nvidia card is connected to a LCD display that say has a native resolution of 1280x1024, the user can run the PC in a different resolution (say 1024x768) and have black border around the edges, so the monitor is still running in native res mode.

Can Radeons do this ?
