I've done it before, but only if there's left over ketchup after eating a steak or something. Teriyaki sauce is something I willingly mix with rice though.

The only thing that I eat with rice are soy sauce and fish sauce. Ketchup on rice, NO NO NO.

I like white rice on the side with damn near anything, so various sauces and condiments are bound to get mixed, as you take the scraps left over and scoop them all up together.
I wouldn't go so far as to put ketchup on my rice, but if they so collide, I'm not offended.

People should try oyster suace with eggs over rice. It's actually good.
