From a programming point-of-view they are different. A bug is an error in the code that prevents the algorithm from behaving normally and has zero human input, an exploit is a bug that can be used to circumvent something and requires human input. So technically they are right.

Iirc, it was known to the devs and deliberately left in. doesn't sound like a bug to me.
Sounds more like a case of the Devs going "It's not a bug, it's a feature" because they couldn't fix it without rewriting their physics engine.
Is there a way to know? Pudge fountain hook was fixable but Valve left it in because they thought it was hilarious.

It's like combos in Street Fighter 2. They weren't intended to be in but the devs upon finding out about it they left it in because they liked how it was used by players.
However Sakurai later disliked how competitive Melee got, as he felt the competitive side of the game overshadowed the casual / "fun" side and made it seem more like a barrier to entry to play with friends.
Which is BS because people play games at whatever skill level they enjoy.
You're probably right though, because Wavedashing wasn't in Brawl (In Project M but that's code changes by modders) or Smash 4.

They've run it in at least 2 other games I've seen. Worked out pretty well from what I remember. Not actually sure if I've ever seen the PA ever buy any wards though
