It probably never occurred to him since he had the androids burned into his mind since he was a baby, so the idea that no one knew what they looked like in the past never crossed his mind. He only saw his error when he saw 19's head.
Out of all the errors made in that saga, that is by far the most grounded and realistic one.
Pretty sure he just wanted to try out his powers first.

I personally like to think he was trying to build and test his power before confronting Goku, despite being sure that he could beat him. Otherwise, he would be heading for Goku's house.
Of course, the real reason is because Toriyama retcon the androids since his former editor hated Androids 19 and 20. These androids were supposed to be rogues like Future Androids 17 and 18, and most likely attacked to the city to be dicks.
Even before the more strict censorship, anime were not as violent as their manga counterparts. For example, Frieza killing the Namekians was far more brutal than the anime to the point that it turned some people off. One Piece also had one where Zeff cut off and ate his own leg in the manga, while the anime just had him cut it off trying to save Sanji. Rurouni Kenshin had a man nailed to the wall by a sword while his lower half was still standing on the floor. In the anime, his entire body got pinned up instead of torn in half.

Too bad Gero died. Would've been interesting to keep him around to create an even more powerful android.
Except he made one with infinite energy already. Doesn't get much better than that. All it took was for that android to learn how to exploit that power.
And Cell's power is relative to that android, so he would actually be the ultimate being, potentially. (I mean, his ugliness disqualifies him but that's another debate...)

Seriously. His short arc was crazy. Stabbing right through yamcha's chest kind of shocked me when I did my rewatch. Didn't recall it being so brutal.

Toriyama could come up with some brutal ways of hurting and killing characters during some Dragonball fights. It's no wonder a lot of his successors can go real violent despite supposedly skewing for a younger audience.

A lot of old series from the 60s - 70s could be pretty brutal. IIRC the MC from Combattler V lost both his arms at some point. You had numerous deaths all around. Golion (Voltron in the US) was particularly bloody in some aspects. Hell, this was lampshaded in the Love Hina manga when a couple of the leads were waxing nostalgic of their favorite characters from their childhood and noted that at the end all 3 had been killed and one muttered "Old anime shows were pretty brutal".

Cell on his original state was way more badass looking than Perfect Cell. He was also more menacing and creepy looking. It really freaked me out the first time he appeared. Wish we could have more creepy looking enemies in DB like Cell. All the current ones are laughable on that aspect.
Part 5 and 6 were still shonen and those were alot darker than usual

I think it'll last at least one year overall, counting these recruitment episodes, otherwise they wouldn't have made an opening that had more than half of its screentime focused on the tournament. Only the Goku, Vegeta and Gohan training clips from the first half of the opening really make sense without the tournament.

I hope the Universe 6 gang has done some serious training. Botomo and Magetta are broken as hell if not for their pathetic weakness. Frost needs to develop some unique techniques so that he's not just poison Freeza. Cabba will never amount to anything so I don't care what happens to him.
