He said he put effort into getting stronger. He never said "poaching made me strong !". I don't see why he can't get stronger on his own, like basically any athlete can do... it's less effective than using magical power ups, but it did take him over a decade. Unlike Gohan who needs 3 hours.
And 17 put no effort into fighting Gohan, so he had no reason to get much stronger in the future, out of the 3 random encounters he had against Gohan.

I wonder how much Future Gohan fought the androids, between the time his friends died and when Trunks grew up. I assume the androids wouldn't have let him live if he tried attacking in a rage directly after their deaths.
Future Goku should have told him about the ROSAT. Future everyone is an asshole besides future Krillin for teaching Gohan Solar Flare.
Well there is a problem though. The ROSAT wouldn't have changed anything.
Gohan had plenty of time to train. The problem was that the androids were hiding their real power. (17 hadn't even used half his power yet)
Gohan didn't get ambushed, he went ahead to kill them, because he
thought he was strong enough to kill them.
He made that assumption based off their encounters. He basically aimed for the wrong level to surpass. Since nobody could feel their power, nobody could warn Gohan he wasn't strong enough. So you don't know if they did guide Gohan or not.
