His BoG Gi is what he wears for most of Super, it's his Android and Buu era Gi with the "Go" symbol on it from the Namek era.

Well there wasn't.
But I've seen this months ago so who knows.
That being said, from what I saw of the gameplay, it would make it extremely chaotic to implement assists.

All toei/toriyama have to do is say trunks and goten have stunted their growth from too much gravity training, then retcon end of z to have them be at their current size

What he means is that you wouldn't get animation like that in a weekly show, you'd probably end up with stuff that looked more like Berserk. CG takes some time, it's not suited to a never ending weekly show like Dragon Ball.
For a movie though? I'd be totally down for a Cel shaded CG Dragon Ball movie if done well.

For the record, Berserk was not a weekly show like Dragon Ball and the movies also had shitty CGI (despite being better than the show). 
The problem with CG is that you can't spontaneously have new characters up and running since they need perfect models. That limits your range of possibilities tremendously.
Not to mention the backgrounds need to be 3D as well.

That actually depends, Guilty Gear uses a lot of 2D backgrounds. But yeah model quality is an issue, you need a lot of prep time to make CGI work well

And Guilty Gear looks just as good.
Also, you should be happy, Piccolo is a playable character.
No clue on 17 though.
I'm sure 17 will be playable, how else will we get the great double team moves 17 & 18 do.
You have no idea how sore I'm going to be if they leave out 17 for the tag DBZ fighter.
I have asked everybody I could behind the scenes for 17's inclusion.

Well considering how well recieved 17's return in Super was and how everyone is happy he is back they would be fools to leave him out, plus having the entire Universe 7 team in would help promote Super.
