It's not a lighting situation. It's a focus/shutter speed/etc situation..speaking in photography terms.
Lighting shouldn't effect the focus and detail if done correctly.

You're not going to get metallic paint speckles in dull light conditions though. You need the sun for that, plus water is a natural smearer.So is it not possible to simply get a good/clean shot in the weather mode?

I'd like to see some stuff that clean and in focus, but with the water effects.
I think people's focus or something is off in a lot of shots (where they seem to be attempting to feature the car as the main subject). That first shot is from DC, so I know it's possible.

No one has really posted any extreme close ups like the examples you posted with weather so not sure why you have that impression anyway.
