Yeah, I've got Handbrake. Although it's .GIF, not .MP4 (I don't think any of my image editing tools can use that, and I don't really have proper video editing software - maybe VirtualDub with AVISynth, but that's kinda ugly).

What frame rate do you have? Chances are lowering it from say 24 to 8 or even 6 will get your size down a lot.
