Well, we hired him (Reagan did), we can fire him (Bush, practice for gulf war). So probably not, but it happened a long time ago, and no one in America really cares anymore, Noriega wasn't really a sympathetic person.

They own it, we haven't controlled it in a while.

Saddam wasn't American made, just American supported, like the Shah of Iran. Noriega actually American made. He was installed by the CIA to stop the Communists, like what happened Chile, and other banana republics.
