I feel like almost every type of business has started doing something similar to what he described in the last few decades. If it's not H1B1's then they've worked out some other system to get cheap employees.
If you do low skill work, it's illegal immigrants. If you do high skill work it's H1B1's, outsourcing, automation, or employers that just don't care because there are enough companies burning people out or else new grads that they know someone will come along after you that they can burn out. I basically feel like whatever life choices you make earning a living will be hard for the foreseeable future. Even if you make all the right choices it's still like trying to squeeze water out of rocks.
