Arson is a serious crime, cops can shoot people sometimes for it, particularly if the building is occupied or something.

I think the point is that this crime and other crimes (Kansas City) involve an individual committing an act of violence against someone that is brown because they assume (wrongly) they are arabs/muslims. It's not to say if they were arab/muslim that it would be okay, but that they are obviously being targeted for their appearance (brown skin). Which is even more fucked up.
